Adani Energy might clinch Jamnagar transmission scheme

Adani Energy Solutions Ltd (AESL) might win the interstate transmission system (ISTS) scheme incorporated under “Jamnagar Transmission Ltd” that is being bid out under the tariff-based competitive bidding (TBCB) mechanism.

It is very reliably learnt that AESL has emerged L1 for this transmission project and will soon be issued the letter of intent by bid process coordinator PFC Consulting Ltd (PFCCL).

Though there was no official communication from either AESL or PFCCL till the time of filing this story, two persons close to the development and who did not wish to be identified, confirmed that AESL has indeed emerged L1 during the e-reverse auction (e-RA) carried out a few days ago. PFCCL is expected to make a formal announcement to this effect soon.

Four contenders, including AESL, were in the fray for this project. Apart from seasoned players like Power Grid Corporation of India Ltd (PGCIL) and Sterlite Power, this project attracted an unusual aspirant in the form of Reliance Industries Ltd. (Read more)

The Jamnagar ISTS scheme aims to enhance the transfer capability and strengthen the transmission network in the Jam Khambhaliya area and to facilitate drawl/injection of power by GETCO (Gujarat Energy Transmission Corporation Ltd) as well as by other drawees/RE applicants at the Jam Khambhaliya Pooling Station.

Formally termed as “Network expansion scheme in Gujarat for drawl of about 3.6 GW load under Phase-I in Jamnagar area,” this project has an estimated outlay of Rs.3,815 crore and is scheduled to commission in 24 months from the date of transfer of “Jamnagar Transmission Ltd,” currently a subsidiary of PFCCL, to the winning developer.

 

Bidding initiated

Meanwhile, bid process coordinator PFCCL has very recently initiated the tendering process for three ISTS schemes for which bidder selection will take place using the TBCB mode. The three schemes, with aggregate project outlay of around Rs.1,800 crore, are:

Scheme: Transmission system for evacuation of power from Mahan Energen Ltd generation station in Madhya Pradesh
Date of opening of response to RfPs: November 18, 2024

Scheme: Transmission system for evacuation of RE power from Raghnesda area of Gujarat-3 GW under Phase-I
Date of opening of response to RfPs: November 19, 2024

Scheme: Provision of ICT augmentation and bus reactor at Bhuj-II PS
Date of opening of response to RfPs: November 20, 2024

 

Meanwhile, it is learnt that PFCCL recently appointed Gujarat-based Pratik Surveyors (India) Pvt Ltd as the technical consultant for carrying out land survey, for each of the three aforementioned schemes.

According to T&D India estimates, including the three projects above, PFCCL is currently in various stages of the bidder selection process for at least 15 ISTS schemes, employing the TBCB modality.
