Adani Transmission pips four contenders to win ISTS project

 

Adani Transmission has won an interstate transmission system (ISTS) project under the tariff-based competitive bidding (TBCB) route, getting the better of four other contenders.

The interstate transmission scheme that Adani Transmission is set to develop on build, own operate (BOO) basis under a 35-year concession period is officially termed as “ISTS network expansion scheme in Western Region & Southern Region for export of surplus power during high renewable energy (RE) scenario in Southern Region.”

In brief, the ISTS project seeks to export surplus renewable energy from the southern to the western region.

Bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has created a project special purpose vehicle “WRSR Power Transmission Ltd” whose ownership will be transferred to Adani Transmission Ltd by end-March 2023.

In a board meeting held of December 30, 2022, REC Ltd – the holding company of RECPDCL – approved the sale and transfer of RECPDCL’s entire holding in the said project SPV to Adani Transmission Ltd.

The project involves setting up of a 765kV double-circuit line between the New Narendra GIS substation (Karnataka) and the Pune GIS substation (Maharashtra), running around 340 km. The line will have a 1x330MVAr switchable line reactor on each circuit at both ends.

The project will also involve upgrade of the New Narendra GIS substation to its rated voltage of 765kV level, along with 4×1500 MVA transformer and 2×330 MVAr bus reactor.

It is further learnt that the New Narendra GIS substation is owned by Power Grid Corporation of India Ltd and the company will provide land required for upgrade of the New Narendra GIS substation, as well as for other bay associated bay extension works, to Adani Transmission.

Four other contenders

According to information available, five bidders, including Adani Transmission, had qualified to submit financial bids. The other four included Power Grid Corporation of India Ltd (PGCIL), Sterlite Power, Megha Engineering & Infrastructure Ltd and Tata Power. It is not immediately known, however, which of these four entities actually submitted their financial bids.
