Nodal agency REC Power Development & Consultancy Ltd (RECPDCL) has invited bids for developing a transmission system associated with evacuation of electricity from upcoming renewable energy (RE) projects in the Rajgarh solar energy zone (SEZ), Madhya Pradesh.
RECPDCL has created a shell company “Rajgarh Transmission Ltd” that will be transferred to the developer to be selected using the tariff-based competitive bidding (TBCB) mechanism.

The selected developer is expected to set up evacuation infrastructure for 2,500 mw worth of renewable energy projects in Rajgarh SEZ, under the build-own-operate-maintain (BOOM) philosophy. The project completion period is 18 months.
The transmission system involves 400kV infrastructure, mainly comprising:
- A 400/220kV 3x500MVA substation at Pachora SEZ Pooling Point, with 420kV bus reactor
- 400kV double-circuit line connecting Pachora SEZ PP to Bhopal substation (Sterlite)
- Two sets of 400kV line bays at Bhopal (Sterlite) for Pachora SEZ-Bhopal (Sterlite) line
Bids close for submission on November 11, 2021, and RECPDCL expects to award the letter of intent to the successful developer on December 2,2021.
Gadag scheme
RECPDCL is also seeking bids from potential bidders for another project, on similar lines. The project is officially referred to as “Transmission Scheme for Solar Energy Zone in Gadag (2,500 mw), Karnataka – Part A”. The timelines for this project is the same as that for the Rajgarh SEZ project.
The transmission system, among other elements, involves the setting up of a 400/220kV, 2×500 MVA Pooling Station at Gadag, with 400kV bus reactor.
Revised bids
RECPDCL had initiated bidding for both the aforementioned Rajgarh and Gadag projects in March 2020. However, due to change in project scope the bidding process was scrapped and fresh bids are now being sought.

Rural Electrification Corporation Ltd had two wholly-owned subsidiaries REC Power Transmission Projects Ltd and REC Power Distribution Company Ltd. Both these subsidiaries were merged into a single entity, now called as REC Power Development & Consultancy Ltd (RECPDCL).
