CERC grants transmission licence to Kallam Transco

Central Electricity Regulatory Commission (CERC), in a recent order, has granted final transmission licence to Kallam Transco Ltd that is developing an ISTS scheme, won under the TBCB route, in Maharashtra.

Kallam Transco Ltd (KTL), a subsidiary of India Grid Trust (IndiGrid) is developing an ISTS scheme termed as “Western region network expansion scheme in Kallam area of Maharashtra” on BOOT basis.

KTL won the scheme under the TBCB modality by quoting annual transmission charges (tariff) of Rs.152.50 million, getting the better of three other contenders –Sterlite Power, Torrent Power and Power Grid Corporation of India Ltd.

It is interesting to note that there was NO e-reverse auction conducted, which is why KTL’s initial price bid of Rs.152.50 million emerged as the final one.

With an envisaged cost of Rs.160 crore and a implementation time frame of 18 months from the date of SPV transfer (April 5, 2024), the ISTS-TBCB scheme mainly involves setting up a LILO of both circuits of the existing 400kV Parli – Karjat double-circuit line, at the Kallam Pooling Station in Maharashtra. The transmission network that will be created by KTL is around 56 ckm.

Incidentally, the Kallam Pooling Station (400/220kV, 2×500 MVA) was built by Kallam Transmission Ltd, also a subsidiary of IndiGrid, under a separate ISTS-TBCB scheme termed as “Transmission system for evacuation of power from RE projects in Osmanabad area (1 GW) in Maharashtra.” This scheme, commissioned in March 2024, also put up the LILO of both circuits of the existing 400kV Parli – Pune double-circuit line, at the Kallam PS.

Apart from KTL, IndiGrid is involved in two other ISTS-TBCB schemes that are currently under construction. These are housed under “Dhule Power Transmission Ltd” and “Ishanagar Power Transmission Ltd.” With an aggregate capital outlay of around Rs.1,200 crore, these two schemes are scheduled to commission by February 2026.
