CERC grants transmission licence to Rajgarh Transmission

Central Electricity Regulatory Commission (CERC), in a very recent order, has granted transmission licence to Rajgarh Transmission Ltd, which is developing an ISTS transmission project, awarded under the TBCB route.

Rajgarh Transmission Ltd, a wholly-owned subsidiary of GR Infraprojects Ltd, has won the rights to develop the project officially termed as ““Transmission system for evacuation of power from RE projects in Rajgarh (2,500 MW) SEZ in Madhya Pradesh” on build, own, operate and maintain (BOOM) basis. The licence is valid for a period of 25 years (the concession period) and is subject to fulfillment of customary conditions.

The transmission scheme, among other things, involves the establishment of a 400/220kV, 3×500 MVA substation at Pachora soar energy zone (SEZ) pooling point, and a 400kV double-circuit transmission line from the aforementioned substation to Bhopal.

The overall scheme will be implemented in two phases – designed to evacuate 1,500 mw and 1,000 mw respectively, from the upcoming Rajgarh solar energy zone in Madhya Pradesh.

The project is scheduled for completion within 18 months from the date of transfer of the SPV by bid process coordinator RECPDC L. The SPV transfer took place on May 30, 2022, implying that the scheduled date of completion would be November 30, 2023.

GR Infraprojects Ltd won the project under the TBCB route by quoting the winning annualized tariff of around Rs.40.81 crore. For GR Infraprojects that specializes in national highway projects, the Rajgarh transmission project represents the company’s foray in the power transmission development space.

It is also reliably learnt that seasoned players had qualified for submitting price bids for this project. Those qualified included names like Power Grid Corporation of India, Adani Power Transmission, Sterlite Power, Torrent Power, Apraava Energy (formerly CLP India), Tata Power and Megha Engineering & Infrastructure Ltd. Two others in the race included DBL Transmission and Montecarlo Transmission.
