Consultant appointed for intrastate TBCB scheme in UT of J&K

Bid process coordinator PFC Consulting Ltd (PFCCL) has recently appointed a technical consultant associated with an intrastate transmission system (InSTS) scheme in the Union territory of Jammu & Kashmir.

According to information available with T&D India, PFCCL has named New Delhi-based GIS Data Solutions as the technical consultant for carrying out land survey and preparation of project report.

The InSTS scheme in question is officially termed as “Laying of downstream transmission network from upcoming 400/220kV grid substation Siot, Rajouri (ISTS) and construction of 160MVA (3×53.33 + 1×53.33), 220/66/11kV grid station at Baghthali, Kathua along with LILO of 220kV S/C Sarna-Hiranagar Line”

This project is the first instance of tariff-based competitive bidding (TBCB) deployed by Jammu & Kashmir Power Transmission Corporation Ltd (JKPTCL) to develop its intrastate transmission network.

While PFCCL has named the technical consultant, the process for selection of the developer using the TBCB mode, is yet to start.

 

PFCCL appointed as BPC

On July, 19, 2024, JKPTCL named PFCCL as bid process coordinator for the following three InSTS projects:

  1. Construction of grid substations at Wahipora and Sallar, Kashmir, and allied transmission systems
  2. Laying of downstream transmission network from upcoming 400/220kV grid substation at Siot, Rajouri (ISTS)
  3. Construction of 220kV grid substation at Bhagthali, Kathua along with new 220kV line/LILO tapping from existing 220kV single-circuit Sarna-Hiranagar line

The intrastate project under discussion covers #2 and #3.

 

Siot substation

It may be noted that the Siot substation associated with this InSTS scheme is coming up through an interstate transmission system (ISTS) scheme housed under “Siot Transmission Ltd” for which PFCCL itself is the bid process coordinator.

Interestingly, while the technical consultant – once again, GIS Data Solutions – has been appointed for the Siot Transmission ISTS scheme, the bidder selection process has been kept in abeyance for reasons officially not available. The bidder selection process had begun in February 2022 and the latest RfP submission date was July 7, 2023.

 

JKPTCL

Jammu & Kashmir Power Transmission Corporation Ltd (JKPTCL) was incorporated on October 30, 2019 by carving out power transmission-related operations of the erstwhile Jammu & Kashmir Power Development Department (JKPDD). It may be recalled that the erstwhile state of Jammu & Kashmir, in October 2019, was divided into two Union territories – UT of Jammu & Kashmir and UT of Ladakh.

JKPTCL’s primary activity is to transmit electricity to Kashmir Power Distribution Corporation Ltd and Jammu Power Distribution Corporation Ltd (the discoms of UT of J&K), as well as to Power Development Department, Ladakh (the integrated power utility of UT of Ladakh).
