CSRD Report: Tata Power discoms receive higher consumer service ratings

 

 

Six discoms, led by Tata Power, have featured amongst the top-rated discoms in the country in the Consumer Service Rating of Discoms (CSRD), recently released by the Union power ministry.

As per the ratings, Tata Power Delhi Distribution Ltd. (TPDDL), a joint venture of Tata Power and Delhi Government, is among the top discoms, achieving an A+ (highest) ranking among all the 62 rated discoms in the country, Tata Power said in a release.

It may be recalled that Union Minister for power and new & renewable energy R. K. Singh launched the third edition of the CSRD Report during the Review Planning & Monitoring (RPM) meeting of the power sector held in New Delhi on January 18 and 19, 2024. The report captures the current status of consumer services across various discoms.

The four discoms of Odisha, where Tata Power is a majority stakeholder, too have seen a rise in their ranking in this edition compared to the grades received in FY22, the release noted.

TP Central Odisha Distribution Ltd. (TPCODL), TP Northern Odisha Distribution Ltd. (TPNODL), and TP Western Odisha Distribution Ltd. (TPWODL)—all three discoms—have seen their grades jump to B+ during FY23. Similarly, TP Southern Odisha Distribution Ltd. (TPSODL) too saw its rank improve to B grade as compared to the last fiscal. These discoms have managed to receive A rating on operational reliability front, one of the crucial parameters that determine the overall grade.

In Mumbai too, Tata Power discom has held its last year rating with A+ in operational reliability parameter.

 

Improvement in rankings

Acknowledging the CSRD ratings, Dr Praveer Sinha, CEO &MD Tata Power, said, “All our discoms have done exceedingly well by securing improvements in their ranking in the CSRD Report for FY23. The Delhi Discom has been a national benchmark, and with our commitment to reforms, the four Odisha Discoms are also emulating the same level of excellence with better operational reliability and customer service. Tata Power is at the forefront of India’s ambition to secure greater energy stability for its citizens while positioning its economy for a low carbon future.

 

Summary of ratings

According to a brief review of the CSRD report done by T&D India, four of the total 62 discoms surveyed had the highest “A+” rating. These are: BSES Yamuna Power Ltd, BSES Rajdhani Power Ltd, Tata Power Delhi Distribution Ltd and Noida Power Company Ltd. The next best rating of “A” was given to eight discoms, while 23 discoms received the “B+” rating. The remaining ratings were distributed as: “B” (19 discoms), “C+” (4 discoms), “C” (3 discoms) and “D” (1 discom).

Of the 62 discoms, 10 were private (or JVs with state governments with private sector management control) while the remaining 52 were state government-owned. None of the 10 private discoms secured a grade less than “B”. The best rating earned by state discoms was “A” – seen in seven cases.

Broadly speaking, discoms were evaluated on the basis of four key parameters – operational reliability (weight: 45 per cent); connection and other services (10 per cent); metering, billing and collection (35 per cent) and fault rectification and grievance redressal (10 per cent).
