DVC-Koderma contract not yet formalized, says BHEL

Bharat Heavy Electricals Ltd (BHEL) has said that Damodar Valley Corporation (DVC) has not yet confirmed the mega EPC order regarding the Koderma thermal power plant.

In a stock exchange filing dated June 28, 2024 (10:42 am), BHEL said that it has submitted an offer for the 2×800-MW DVC Koderma tender in June 2024, which is an activity in the normal course of business. However, the order is yet to be confirmed by DVC, the filing clarified.

BHEL issued the clarification in response to media reports of BHEL winning a Rs.13,300-crore contract for EPC works relating to DVC’s 2×800-MW Koderma thermal power project in Jharkhand.

Interestingly, the news about BHEL winning the contract was broken by a government release issued late evening on June 27, 2024. The release was on behalf of the Union power ministry.

The release said that DVC had finalised the tender for the Engineering, Procurement & Construction (EPC) package of Koderma TPS (2x800MW), in Jharkhand, with Bharat Heavy Electricals Ltd. (BHEL) at a price of Rs.13,300 crore, on June 26, 2024.

It appears that the Union power ministry, under which Central PSU DVC falls, made the announcement before DVC formally awarded the contract to BHEL.

According to information available with T&D India, DVC invited tenders, on international competitive bidding basis, for EPC works relating to the Koderma thermal power station (Phase II, 2×800-MW) in May 2023. Currently, the Koderma power plant has installed capacity of 1,000 MW coming from two 500-MW units, commissioned in July 2013 and June 2014, respectively. Under the expansion, two supercritical units of 800-MW have been planned.

Currently, DVC has an installed thermal power generation capacity of 6,540 MW coming from six coal-fired plants spread over West Bengal and Jharkhand. Post commissioning of the Koderma (Phase II) project, DVC’s thermal power generation capacity would increase to 8,140 MW.
