Four bidders are in the final fray for an interstate transmission system (ISTS) scheme in Rajasthan where bidder selection is taking place through the tariff-based competitive bidding (TBCB) route. The scheme is housed under the project SPV “Rajasthan IV A Power Transmission Ltd.”
According to official information available, four entities have qualified on the basis of price bids (initial offer) opened on March 12, 2024. These are:
It is reliably learnt that the e-reverse auction (e-RA) was conducted on March 13, 2024 but the results are not yet known.
The selection of the successful bidder is scheduled to take place on March 21, 2024 when bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) is expected to issue the letter of intent to the selected developer.
The underlying ISTS scheme is officially termed as: ““Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-2: 5.5 GW) (Jaisalmer/ Barmer Complex): Part A”.
The project SPV “Rajasthan IV A Power Transmission Ltd,” currently a wholly-owned subsidiary of RECPDCL, will eventually be transferred to the successful developer.
This ISTS scheme is part of a comprehensive scheme known as “Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-2: 5.5 GW) (Jaisalmer/Barmer Complex)” that is being implemented as several independent components, mainly using the TBCB modality.
According to information available with T&D India, bidding for all the seven TBCB-related components — Part A, Part B, Part C, Part D, Part E, Part F (combining F1 and F2) and Part H1 — are currently underway. It may be mentioned that all the aforementioned components are interrelated but are being bid out independently. As these components are expected to be commissioned at the same time, CERC, in a recent order, directed bid process coordinators PFC Consulting Ltd (PFCCL) and RECPDCL to ensure that the SCOD (scheduled commercial operations date) of all the schemes are aligned, especially during signing of the transmission service agreement (TSA).
