Khavda Phase-IV fully awarded, Sterlite Power has highest tariff share

Sterlite Power has the highest share in tariff with respect to the TBCB components of the overarching Khavda Phase-IV evacuation scheme, according to a special study by T&D India.

With the recent handing over of “Pune-III Transmission Ltd” to Adani Energy Solutions Ltd, all the five TBCB components of the Khavda Phase-IV scheme have now been awarded. Despite winning just one component, Sterlite Power has the highest share in the aggregate transmission charges (tariff) of the five TBCB components.

As can be seen in the given table, Sterlite Power has won just one TBCB component (Part C) quoting the winning tariff of Rs.13,148.08 million per year. This represents nearly 43 per cent of the aggregate annual tariff of all the five TBCB components, which stands at Rs.30,629.08 million.

 

 

Adani Energy Solutions has won Part A and Part D, with respective annual tariff of Rs.5,089.66 million and Rs.5,892.41 million. AESL’s combined tariff share with respect to Khavda-IV is around 35.8 per cent.

PGCIL has won two components – Part B and Part E2 – with annual tariff of Rs.5,566.86 million and Rs.932.07 million, respectively. Thus, PGCIL’s total share in the Khavda-IV scheme works out to around 21.2 per cent.

Sterlite Power’s tariff for Part C is amongst the highest tariffs seen in ISTS-TBCB schemes. It is unrivalled expect by the ISTS-TBCB scheme housed under “Khavda V A Power Transmission Ltd” that attracted a whopping tariff of Rs.40,828.67 million per year. This historic project – the first HVDC scheme under TBCB – was recently won by PGCIL.

 

All the five TBCB components were awarded in the current fiscal year, FY25.

 

Khavda IV

The overall scheme “Transmission system for evacuation of power from potential RE zone in Khavda area of Gujarat under Phase IV (7 GW)” has been structured into eight components of which the aforementioned five will be under TBCB mode and the remaining three under the RTM modality.

The aggregate project cost of Khavda IV (all eight schemes) was estimated at around Rs.19,000 crore by National Committee on Transmission (NCT) at the time when the schemes were under deliberations. However, this cost has since undergone substantial upward revision. For instance, the project cost of Part C, estimated at Rs.5,340 crore by NCT, is now expected to be over Rs.12,000 crore.

The Khavda IV scheme, in totality, seeks to create infrastructure for evacuation of 7 GW from potential RE zones in the Khavda region of Gujarat. Under the preceding three phases, the schemes for which are currently under construction, total evacuation infrastructure for 15 GW is being created. Further transmission infrastructure for 8 GW has also been planned under Phase-V. Thus, the holistic plan for RE evacuation from the Khavda region in Gujarat is worth 30 GW.

 

RTM components

The three RTM components under Khavda-IV are denoted as Part E1, Part E3 and Part E4. Part E1 has been assigned to a TBCB subsidiary of Adani Energy Solutions Ltd while Part E3 will be developed by a TBCB subsidiary of PGCIL. On the other hand, Part E4 will be implemented by PGCIL itself – no TBCB subsidiary involved. It is learnt that E1, E3 and E4 involve augmentation works at existing/upcoming substations – Khavda Pooling Station-1 (KPS1), Khavda Pooling Station-3 (KPS3) and Padghe GIS substation, respectively. The developers of these substations are KPS1 Transmission Ltd (TBCB subsidiary of by AESL) and Powergrid KPS3 Transmission Ltd (TBCB subsidiary of PGCIL) and PGCIL, respectively.

The three RTM components are relatively very small, estimated to account for less than 5 per cent of the total project outlay of Khavda-IV.
