KPS1 Transmission Ltd is seeking separate transmission licence for an interstate transmission system (ISTS) scheme that it will be implementing under the RTM route.
In a recent order, Central Electricity Regulatory Commission (CERC) has directed KPS1 Transmission Ltd to file a public notice seeking objections and suggestions to the grant of transmission licence. KPS1 Transmission Ltd is expected to place before CERC comments and suggestions, if any, by June 20, 2024. CERC will then take up the matter for next hearing on June 27, 2024.
KPS1 Transmission is seeking licence for developing a small ISTS scheme under the regulated tariff mechanism (RTM) modality. The scheme is officially referred to as “Implementation of 400kV line bay at Khavda-I GIS Pooling Station (KPS1) for interconnection of RE project of Sarjan Realities Pvt Ltd (1,150 MW).”
Estimated to cost Rs.31.80 crore, this RTM component is scheduled for commissioning by February 28, 2026.
TBCB scheme of KPS1 Transmission
The project was awarded to KPS1 Transmission under the RTM route as it involves augmentation to transmission infrastructure that is being developed by KPS1 Transmission Ltd under a separate ISTS scheme awarded under the TBCB modality.
This ISTS-TBCB scheme, with an estimated cost of Rs.1,102 crore, seeks to develop “transmission system for injection beyond 3 GW RE power at Khavda Pooling Station-1 (KPS1)”.
KPS1 Transmission was originally won by Megha Engineering & Infrastructures Ltd (MEIL) on April 20, 2023 – the date of SPV transfer. In August 2023, KPS1 Transmission was acquired by Adani Energy Solutions Ltd.
KPS1 Transmission is aiming to create 6,000 MVA of transformation capacity by augmentation of KPS1 through four interconnecting transformers (ICTs) of 765/400kV, 1500 MVA each. A 41-ckm 765kV double-circuit line from KPS1 to KPS2 (Khavda Pooling Station-2) in Bhuj district, Gujarat, is also part of the project.
According to information available, the TBCB scheme of KPS1 Transmission is currently under active physical construction and is scheduled to commission by February 2025.
Khavda Pooling Stations
The overall RE evacuation plan from Khavda region also involves the setting up of two more pooling stations at Khavda — KPS2 and KPS3 — under the TBCB route. Both these ISTS-TBCB schemes, costing around Rs.880 crore each, have been won by Power Grid Corporation of India Ltd (PGCIL) and are being implemented through project SPVs – “Powergrid KPS2 Transmission System Ltd” and “Powergrid KPS3 Transmission Ltd” – respectively. KPS2 and KPS3, with total transformation capacity of 10,500 MVA, are expected to commission by December 2024.
