Only two in race for Khavda RE evacuation scheme

 

Only two bidders have qualified for opening of price bids for a major interstate transmission system (ISTS) scheme aiming to evacuate renewable energy from Khavda in Gujarat.

It is reliably learnt that only two bidders – Power Grid Corporation of India Ltd (PGCIL) and Adani Energy Solutions Ltd (AESL)– have qualified for opening of price bids for an ISTS scheme being awarded under the tariff-based competitive bidding (TBCB) mechanism.

The scheme is termed as “Transmission system for evacuation of power from potential renewable energy zone in Khavda area of Gujarat under Phase IV (7 GW): Part A.”

The project, estimated to cost around Rs.4,100 crore, has REC Power Development Consultancy Ltd (RECPDCL) as the bid process coordinator (BPC), and is being developed under the project SPV “Khavda IV A Power Transmission Ltd.”

It is further learnt that the same two developers along with Sterlite Power have qualified for  another component of the same scheme, Part C, which is estimated to cost Rs.5,340 crore and also has RECPDCL as the BPC. The project SPV corresponding to Part C is “Khavda IV C Power Transmission Ltd”.

RECPDCL is expected to open the price bids and conduct the e-reverse auction in the coming weeks.

Both these components are part of a comprehensive scheme that seeks to evacuate 7 GW of renewable energy from Khavda region in Gujarat, under Phase IV. It may be mentioned that under the three preceding phases, evacuation infrastructure is being developed for evacuation of 15 GW. Phase I (3 GW) and Phase II (5 GW) are under construction while Phase III (7 GW) is under bidding.

According to information available with T&D India, Phase IV is being developed under eight components — Part A, Part B, Part C, Part D, Part E1, Part E2, Part E3 and Part E4. While five (Part A to Part D and Part E2) will be developed using the TBCB route, the remaining three (minor components) will use the RTM modality.

It may be mentioned that in April 2024, PGCIL was declared as successful bidder for Part E2, housed under SPV “Khavda IV-E2 Power Transmission Ltd.”
