Bid process coordinator PFC Consulting Ltd (PFCCL) has newly incorporated a project special purpose vehicle (SPV) for developing an ISTS-TBCB scheme for feeding upcoming green hydrogen plants in Andhra Pradesh.
In a stock exchange filing, PFCCL said that it has incorporated “Kakinada I Transmission Ltd” as its wholly-owned subsidiary.
This project SPV will house an interstate transmission system (ISTS) scheme that is termed as “Transmission system for proposed green hydrogen/green ammonia projects in Kakinada area (Phase-I)” and for which bidder selection will take place through the tariff-based competitive bidding (TBCB) route.
The project has an estimated cost of Rs.1,618.50 crore and a tentative implementation period of 24 months.
The proposed ISTS-TBCB scheme seeks to feed renewable energy to AM Green Ammonia (India) Pvt Ltd, which is putting up green hydrogen/green ammonia manufacturing capacity in Kakinada region of Andhra Pradesh.
The project scope entails setting up a greenfield 765/400kV, 3×1500 MVA GIS substation at Kakinada, which will be LILOed to the existing 765kV Vemagiri-Srikakulam double-circuit line. More details on this scheme are available in T&D India’s story dated December 17, 2024.
According to information available with T&D India, while PFCCL has yet to begin the bidding process for developer section, it has recently appointed N K Enterprises as the technical consultant for various pre-project works.
Pending SPVs
There are at least two ISTS-TBCB schemes with PFCCL nominated as the bid process coordinator for which project SPVs are yet to be incorporated. These are:
- Transmission system for evacuation of RE power from Raghanesda Area of Gujarat-3 GW under Phase-I
- Augmentation of transformation capacity and implementation of line bays at Mandsaur substation for RE interconnection
The bidding process for these two schemes had yet to begin, as of February 20, 2025.
