PGCIL completes intrastate TBCB project in Uttar Pradesh

Power Grid Corporation of India Ltd (PGCIL) in a stock exchange filing dated August 3, 2021, announced that it has commissioned an intrastate power transmission project in Uttar Pradesh, under tariff-based competitive bidding (TBCB) mode.

In what could be PGCIL’s first intrastate power transmission project in TBCB mode, the Central power transmission company announced that it commissioned the transmission system associated with evacuation of power from the 2×660-mw Jawahapur thermal power project.

The project was developed by Jawaharpur Firozabad Transmission Ltd, a project-specific special purpose vehicle, and a wholly-owned subsidiary of PGCIL. Bid process coordinator REC Transmission Projects Company Ltd had incorporated the said SPV as its wholly-owned subsidiary on August 20, 2018. This was transferred to the successful bidder, PGCIL, on December 21, 2018, after it quoted the winning levelized tariff of Rs.53.81 crore per year.

The project was awarded to the said PGCIL subsidiary on build-own-operate-maintain (BOOM) basis. The transmission scheme was commissioned progressively with full completion achieved on July 2, 2021.

 

 

Jawahapur TPS

The 2×660-mw Jawaharpur thermal power station is a coal-fired power plant based on supercritical parameters, coming up at Malawan in Etah district of Uttar Pradesh. The project is being developed by Jawaharpur Vidyut Utpadan Nigam Ltd, a wholly-owned subsidiary of state power generation utility Uttar Pradesh Rajya Vidyut Utpadan Nigam Ltd. The thermal power station is currently under construction with Doosan Power Systems India Pvt Ltd, as the EPC contractor. According to information available with T&D India, the power plant was to be fully commissioned by July 2021 but there has been some delay owing to pandemic-induced restrictions on movement of material and manpower.

 

 

Important Note

T&D India has regularly been publishing special studies on power transmission development space, under the tariff-based competitive bidding (TBCB) philosophy. The latest such report was carried on August 3, 2021. Readers may please note that the TBCB projects considered in such studies are interstate/interregional lines or lines that form part of the ISTS (interstate transmission system). Only such transmission schemes, which come under the purview of the Union power ministry, are considered in the TBCB-related studies done by T&D India. The Jawaharpur Firozabad Transmission project discussed in this story is an intrastate project, which comes in the ambit of the state government, in this case Uttar Pradesh Power Transmission Corporation Ltd. This and other such intrastate projects are not considered in the TBCB-oriented studies by T&D India.

Secondly, it strongly appears that the Jawahapur Firozabad transmission scheme is PGCIL’s first intrastate power transmission project, under the TBCB modality.
