Power Grid Corporation of India Ltd (PGCIL) has been named as the successful bidder for an interstate transmission system (ISTS) scheme in Rajasthan, awarded under the tariff-based competitive bidding (TBCB) mechanism.
In a brief stock exchange filing, PGCIL said that it has been declared as successful bidder for an ISTS project officially termed as ““Transmission system for evacuation of power from REZ in Rajasthan (20 GW) under Phase-III Part H” on build, own, operate and transfer (BOOT) basis.
Bid process coordinator PFC Consulting Ltd (PFCCL), it is learnt, handed over the letter of intent to PGCIL on September 4, 2023.
The PGCIL release noted that the project entails establishment of a new 765/400kV substation at Dausa, one 765kV double-circuit transmission line, LILO of both circuits of one 765kV D/C Line and LILO of both circuits of one 400kV double-circuit line at new 765/400kV substation in Rajasthan, and associated bay extension works.
Four contenders
It is learnt from other reliable sources that three other contenders – Tata Power, Sterlite Power and India Grid Trust (IndiGrid) – were qualified to submit their final bids. It is however, not known, which bidders ultimately submitted their bids and which of these three proceeded to the e-reverse auction (e-RA) stage.
Project SPV
It is further understood that the SPV that will develop the ISTS project under discussion has been named “Beawar Dausa Transmission Ltd”. Currently, it is a wholly-owned subsidiary of PFCCL and will be subsequently transferred to PGCIL, the successful bidder.
Project Scope & Completion period
According to the bid documents issued by PFCCL, the project is scheduled to commission within 18 months from the zero date (date of acquisition of project SPV), and the main project elements will include:
- Establishment of 2×1500 MVA 765/400kV substation at suitable location near Dausa along with 2×330 MVAr, 765kV bus reactor and 2×125 MVAr, 420kV bus reactor
- LILO of both circuits of 765kV Jaipur (Phagi)-Gwalior double-circuit line at Dausa, along with 240 MVAr switchable line reactor for each circuit at Dausa end of 765kV Dausa-Gwalior double-circuit line
- LILO of both circuits of 400kV double-circuit Agra – Jaipur (south) at Dausa along with 50 MVAr switchable line reactor for each circuit at Dausa end of 400kV Dausa – Agra double-circuit line
- Construction of 765kV Beawar – Dausa double-circuit line along with 240MVAr switchable line reactor for each circuit at each end
- Two 765kV line bays at Beawar for 765kV Beawar – Dausa double-circuit line
Winning spree
PGCIL has by far been the most successful bidder with respect to ISTS-TBCB projects awarded this year. During the first four months of FY24, PGCIL had won as many as nine projects. In August this year, Sterlite Power and Apraava Energy also announced the winning of ISTS schemes, under the TBCB regime.
