PGCIL fixes quantum of one-time rebate to discoms

Power Grid Corporation of India, in a communication to stock exchanges, has informed that it has fixed the quantum of the one-time rebate that it would be extending to discoms.

In its board meeting held on June 6, 2020, Power Grid Corporation of India (PGCIL) approved the proposal of offering a one-time consolidated rebate of Rs.1,075 crore to power distribution companies (discoms) as well as power departments of various states and Union territories.

This rebate comes in the wake of a request made by the Union power ministry, through its letter dated May 15, 2020, to consider to offer a rebate of 20-25 per cent on inter-state transmission charges levied by PGCIL. This rebate was meant to be passed on to end-consumers for the lockdown period on account of the COVID-19 pandemic.

While announcing the power ministry’s request to stock exchanges on May 17, 2020, PGCIL had then indicated that the matter would be discussed at the next PGCIL board meeting, which eventually took place on June 6, 2020.

Revised CERC guidelines: On a related matter, it may be mentioned that last month, Central Electricity Regulatory Commission (CERC) issued new guidelines for inter-state transmission charges and losses. The guidelines specify the responsibilities of the agencies and the calculation of inter-state transmission charges and losses for solar and wind projects.

These regulations will apply to all designated ISTS customers (DICs); interstate transmission licensees; national, regional, and state load dispatch centers, along with regional power committees (RPCs).

ISTS customers include the generating stations, state transmission utilities (STU), distribution licensees, including state electricity boards, electricity departments, and any other entity directly connected to the ISTS.

As per the regulations, the yearly transmission charges will be shared monthly by the DICs per these regulations. The sharing and transmission charges will be based on the commercial information provided by the customers to the implementing agency.
