PGCIL gets LoI for Bhadla-III Pooling Station augmentation scheme

Power Grid Corporation of India Ltd (PGCIL) has received the letter of intent for developing an interstate transmission system (ISTS) scheme, related to augmentation at the Bhadla-III Pooling Station in Rajasthan.

In a brief stock exchange notification, PGCIL said that it has been named successful bidder under the tariff-based competitive bidding (TBCB) mechanism to establish an ISTS scheme termed as “Additional transmission system for evacuation of power from Bhadla-III PS as part of Rajasthan REZ Phase-III Scheme (20 GW)” on build, own operate and transfer (BOOT) basis.

Power Grid Corporation of India Ltd received the letter of intent (LoI) on August 12, 2024, PGCIL said, adding that project comprises of augmentation of transformation capacity and associated bays extension works at existing Bhadla-III substation in Rajasthan.

 

According to information available with T&D India, PGCIL and Sterlite Power were the only two bidders in the race for submission of initial price bids.

 

This is a relatively small project, with an estimated to cost around Rs.369 crore as estimated by National Committee on Transmission (NCT). REC Power Development & Consultancy Ltd (RECPDCL) is acting as the bid process coordinator.

Planned for completion in 18 months from the formal transfer of SPV, the project entails augmentation of capacity at the Bhadla-III pooling station by the addition of two 500 MVA, 400/220kV interconnecting transformers (ICT) and two 1500 MVA, 765/400kV ICTs at the pooling station. While the overall project gestation period is 18 months, efforts will be made to commission one 1500 MVA, 765/400kV ICT by June 2025. The scheme’s objective is to meet connectivity applications at the Bhadla-III PS.

 

On April 19, 2024, RECPDCL incorporated a project SPV “Bhadla-III Power Transmission Ltd” that will be formally transferred to PGCIL in due course.

 

PGCIL’s performance in FY25

According to estimates made by T&D India, in FY25 so far, PGCIL has formally won one ISTS-TBCB scheme “Khavda IV-E2 Power Transmission Ltd” in that the project SPV has formally been transferred. Apart from this, PGCIL has received the letter of intent for as many as eight ISTS-TBCB schemes, including the subject Bhadla-III, but the formal SPV transfer is pending.
