PGCIL named successful bidder for Rajasthan REZ ISTS scheme

Power Grid Corporation of India Ltd (PGCIL) has been declared as successful bidder for an interstate transmission system (ISTS) scheme associated with renewable energy evacuation from Rajasthan.

In a brief stock exchange filing, PGCIL said that it has been declared as the successful bidder under tariff-based competitive bidding (TBCB) to establish interstate transmission system for the project namely ““Transmission System for evacuation of power from Rajasthan REZ Phase IV (Part 2: 5.5 GW) (Jaisalmer/ Barmer Complex): Part H1” on build, own operate and transfer (BOOT) basis.

The letter of intent (LoI) has been received by PGCIL on September 18, 2024, the filing said, adding that the project comprises establishment of new 765/400/220kV substation at Kurawar, 765kV and 400kV double-circuit transmission lines and associated bays extension works at other existing substation in Madhya Pradesh.

 

According to information available with T&D India, three other contenders – Sterlite Power, Adani Energy Solutions and Tata Power – were qualified alongside PGCIL for this project.

 

The project, estimated to cost around Rs.3,600 crore (as estimated by National Committee on Transmission), is scheduled to commission in 24 months from the date of SPV transfer.

This ISTS-TBCB scheme is housed under project SPV “Rajasthan IV H1 Power Transmission Ltd” that was incorporated on October 13, 2023 as a wholly-owned subsidiary of REC Power Development & Consultancy Ltd (RECPDCL) – the bid process coordinator of the project.

It may be noted that while “Rajasthan IV H1 Power Transmission Ltd” ultimately deals with evacuation of RE from Rajasthan’s Jaisalmer/Barmer complex, the transmission elements to be developed will be geographically located in Madhya Pradesh.

 

The major elements envisaged under this scheme are:

 

PGCIL, as the developer of “Rajasthan IV H1 Power Transmission Ltd” will be working in coordination with state utility Madhya Pradesh Power Transmission Company Ltd (MPPTCL) as some of the transmission elements envisaged, such as 400kV line bays, will be put up in the vicinity of MPPTCL’s Astha substation.
