Power Grid Corporation of India Ltd (PGCIL) has been named as successful bidder under the tariff-based competitive bidding (TBCB) mechanism for two interstate transmission system (ISTS) schemes.
In a stock exchange communication, PGCIL said that it received the letters of intent for these two schemes on February 17, 2025.
Here are broad details of the two schemes:
ISTS scheme: Transmission system for integration of Devanagere/Chitradurga and Bellary REZ in Karnataka
Location: Karnataka
Project SPV: Chitradurga Bellary REZ Transmission Ltd
Bid process coordinator: PFC Consulting Ltd
Estimated cost: Rs.3,453 crore (as per NCT)
Other contenders: AESL, Sterlite Power, DRAIPL, JSW Neo Energy
Project scope: Establishment of new 765/400/220kV pooling substation near Davangere/Chitradurga and a new 400 /220kV PS near Bellary along with 765kV and 400kV D/C transmission lines and upgradation works for existing substation and transmission line.
ISTS scheme: Augmentation at Fatehgarh-II PS, Fatehgarh-IV PS (Section-II) and Barmer-I PS
Location: Rajasthan
Project SPV: Fatehgarh II and Barmer I PS Transmission Ltd
Bid process coordinator: PFC Consulting Ltd
Estimated cost: Rs.404 crore (as per NCT)
Other contenders: Apraava Energy
Project scope: Augmentation at existing and under-construction pooling substations in Rajasthan, including Fatehgarh-II PS, Fatehgarh-IV PS (Section-II) and Barmer-I PS
It may be noted that “Other contenders” listed above are those that were qualified for submission of initial price bids. No information is yet available on which bidders actually submitted their price bids and those that participated in the e-reverse auction stage. In the above list, AESL is Adani Energy Solutions Ltd and DRAIPL stands for Dineshchandra R. Agrawal Infracon Pvt Ltd.

According to T&D India estimates, PGCIL has been either named L1 bidder or has received the letter of intent for four ISTS-TBCB schemes, inclusive of the two discussed above, in FY25 so far. The remaining two are housed under Khavda V-B1B2 Power Transmission Ltd and Bidar Transco Ltd. In each of the four cases, the formal transfer of SPV was pending, as of February 17, 2025.
