PGCIL receives letter of intent for Khetri-Narela TBCB transmission project

Power Grid Corporation of India Ltd (PGCIL) has been declared as the successful bidder for a transmission scheme involving evacuation of solar power from Rajasthan, under the TBCB modality.

In a brief stock exchange filing, PGCIL said it has been issued the letter of intent for the aforementioned TBCB transmission project, on February 28, 2022.

The transmission scheme, officially termed as “System strengthening transmission scheme for evacuation of power from solar energy zones in Rajasthan (8.1GW) under Phase-II -Part-G,” will be developed on build-own-operate-maintain (BOOM) basis.

The project will broadly involve development of a new 765/400kV GIS substation at Narela (in NCT of Delhi) and several 765kV double-circuit lines across Rajasthan, Haryana and NCT of Delhi.

According to information available with T&D India, but not presented in the PGCIL stock exchange filing, bid process coordinator PFC Consulting Ltd (PFCCL) had incorporated project SPV “Khetri-Narela Transmission Ltd” in around June 2020. This subsidiary will now be transferred to PGCIL — the winning developer – in due course.

PGCIL most successful

The current project SPV Khetri-Narela Transmission Ltd is part of an overall scheme officially known as “Transmission system strengthening scheme for evacuation of power from solar energy zones in Rajasthan (8.1 GW) under Phase-II”.

The overall scheme has several components, denoted as Part A, Part B, etc, with each part to be developed by a separate project SPV under the TBCB route.

As of today, PGCIL has won six such components, which are:

  1. Ramgarh New Transmission Ltd (Part A)
  2. Fatehgarh Bhadla Transco Ltd (Part B)
  3. Sikar New Transmission Ltd (Part C)
  4. Sikar-II Aligarh Transmission Ltd (Part D)
  5. Bikaner-II Bhiwadi Transco Ltd (Part F)
  6. Narela-Khetri Transmission Ltd (Part G)

It may be noted that the aforementioned names are those given by the bid process coordinator, which may be PFCCL or RECPDCL. Once transferred to the successful developer, the developer is at liberty to change the company name. For instance, “Ajmer Phagi Transco Ltd” (an earlier TBCB project, not present in the above list) has been renamed by PGCIL to “Powergrid Ajmer Phagi Transmission Ltd”)
