PGCIL set to acquire Neemuch SEZ transmission scheme in TBCB mode

Power Grid Corporation of India Ltd (PGCIL) has emerged as the successful bidder for an interstate transmission scheme, awarded under the tariff-based competitive bidding (TBCB) mode.

In a recent stock exchange filing, PGCIL said that it has been declared as the successful bidder under the TBCB mode for a scheme officially known as “Transmission system for evacuation of power from Neemuch SEZ”, on build, own, operate and transfer (BOOT) basis.

The brief filing added that the project comprises establishment of two 400kV double-circuit transmission lines passing through Rajasthan and Madhya Pradesh, a new 400/220kV pooling station at Neemuch in Madhya Pradesh, and 400kV bay extension works.

 

According to information available with T&D India, this would be the second interstate TBCB project to be acquired by PGCIL this fiscal year, following the Khetri-Narela project in May 2022.

 

T&D India learns that REC Power Development & Consultancy Ltd (RECPDCL) is the bid process coordinator (BPC) for the Neemuch SEZ transmission scheme. Documents released by RECPDCL reveal that the project scope mainly includes:

 

 

The project with an estimated cost of Rs.547 crore and aimed at evacuation of 1,000 mw, is scheduled to commission within 18 months from the effective date, which is the date of SPV acquisition. (Name of SPV incorporated by RECPDCL for the Neemuch SEZ transmission project is not available.)

 

12 projects on offer by RECPDCL

It may be recalled that in February this year, RECPDCL incorporated 12 wholly-owned subsidiaries for the development of as many ISTS projects under the TBCB mode.  The Neemuch SEZ project under discussion is amongst these. The entire list comprises:

  5. Transmission system for evacuation of power from Neemuch SEZ
  6. Establishment of Khavda Pooling Station-2 (KPS2) at Khavda RE Park
  7. Establishment of Khavda Pooling Station-3 (KPS3) at Khavda RE Park
  8. Transmission scheme for injection beyond 3 GW RE power at Khavda Pooling Station-1 (KPS1)
  9. Transmission system for evacuation of power from REZ in Rajasthan (20 GW) under Phase-III Part C1
  10. Transmission system for evacuation of power from REZ in Rajasthan (20 GW) under Phase-III Part D
  11. Transmission system for evacuation of power from REZ in Rajasthan (20 GW) under Phase-III Part F
  12. Transmission network expansion in Gujarat associated with integration of RE projects from Khavda potential RE zone

It is learnt that at least five of these 12 projects – numbered 5, 6, 7, 9 and 10 in the list above – are under various stages of bidding.
