Power Grid Corporation of India Ltd (PGCIL) expects to commission the Unified Load Dispatch & Communication Centre (Phase III) project by November 2025.
In a recent stock exchange filing, PGCIL said that the company’s board of directors, on February 18, 2024, accorded investment approval to the project. Officially known as “Unified Load Dispatch and Communication (ULDC) Phase-III (SCADA/EMS Upgradation Project –Northern Region SLDCs and RLDC),” the project is estimated to cost Rs.514.66 crore and would be commissioned by November 15, 2025.
According to information available with T&D India, from official sources, the project aims to replace/upgrade the Supervisory Control & Data Acquisition System and Energy Management System (SCADA/EMS) of Northern region Regional Load Dispatch Centre (RLDCs) and State Load Dispatch Centers (SLDCs).
The scope of the project entails implementation of SCADA/EMS for the following constituents:
- Northern Regional Load Despatch Centre (owned by GRID-INDIA)
- Himachal Pradesh State Load Despatch Centre
- Bhakra Beas Management Board (BBMB)
- Delhi Transco Ltd (DTL)
- Haryana Vidhyut Prasaran Nigam Ltd (HVPNL)
- Jammu & Kashmir Power Development Department (J&K PDD)
- Rajasthan Rajya Vidhyut Prasaran Nigam Ltd (RRVPNL)
- Punjab State Transmission Corporation Ltd (PSTCL)
- Power Transmission Corporation of Uttarakhand (PTCUL)
- Uttar Pradesh Power Transmission Corporation Ltd (UPPTCL)
It is also learnt that load dispatch and communication facilities currently available at various RLDCs and SLDCs were commissioned in 2016-17 under PGCIL’s SCADA Replacement/Upgradation project.
Augmentation of Bhiwani substation
In an independent development, the “Committee of Directors on Investment on Projects” of PGCIL also accorded investment approval to a project costing Rs.141.09, officially known as “Augmentation of 765/400 kV, 1500 MVA transformer (4th) at Bhiwani Substation (Delinked from Transmission System for evacuation of power from RE parks in Leh (5 GW Leh-Kaithal Transmission corridor)).” This project is scheduled to commission by May 5, 2025 – 18 months from date of Ministry of Power Office Memorandum.
According to information available, this project entails augmentation of PGCIL’s 765/400kV Bhiwani substation in Haryana by adding a 1,500 MVA interconnecting transformer (ICT), the fourth at the substation. This augmentation was part of the mega Ladakh HVDC scheme (Leh-Kaithal corridor) but was later delinked into a separate project.
