Project SPVs incorporated for Bikaner RE evacuation schemes

 

 

REC Power Development & Consultancy Ltd (RECPDCL) has recently incorporated two project special purpose vehicles (SPV) for the development of as many interstate transmission system (ISTS) schemes for renewable energy evacuation from Bikaner, Rajasthan.

The details of the two SPVs along with the associated projects are:

 

Project SPV: Bikaner A Power Transmission Ltd
Scheme: Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-3: 6 GW) [Bikaner complex]: Part A

 

Project SPV: Bikaner B Power Transmission Ltd
Scheme: Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-3: 6 GW) [Bikaner complex]: Part B

 

Both the newly formed SPVs are currently wholly-owned subsidiaries of RECPDCL and will be eventually transferred to the successful bidder to be selected under the tariff-based competitive bidding (TBCB) route. RECPDCL is acting as the bid process coordinator (BPC) for these two schemes.

 

Background

The overarching scheme “Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-3: 6 GW) [Bikaner complex]” aims to evacuate 6 GW of renewable energy from Bikaner RE complex in Rajasthan. The overall scheme, estimated to cost over Rs.11,300 crore has been bifurcated into two parts, for easier implementation, as “Part A” and “Part B”.

 

Project elements

Under Bikaner A Power Transmission Ltd, a new Bikaner IV Pooling Station (AIS), along with several 765kV and 400kV lines has been envisaged. The pooling station will be of 765/400kV, 6×1500 MVA and 400/220kV, 6×500 MVA. Under Bikaner B Power Transmission Ltd, a similar new 765/400kV, 6×1500 MVA Siwani pooling station in Bhiwani district will be set up, in addition to associated lines. These two new pooling stations will be then connected to existing substations like Fatehabad, Sonipat and Jind (all owned by Power Grid Corporation of India), as well as the Patran substation of India Grid Trust (IndiGrid).

 

Completion timeframe

Both the projects – Part A and Part B – will be bid independently but will move concurrently in terms of bidding and implementation. The envisaged completion time is 24 months from the date of project SPV transfer.

 

Current Status

According to information available with T&D India, RECPDCL has yet to start the bidding process for the two ISTS projects under discussion.
