RE evacuation scheme proposed for pumped storage plants

A major power transmission scheme for feeding RE power to pumped storage plants (PSP) in Maharashtra has been proposed, and this will be developed using the tariff-based competitive bidding (TBCB) route.

In its latest meeting, National Committee on Transmission (NCT) has proposed to develop an interstate transmission system (ISTS) scheme officially termed as “Network expansion scheme in Western Region to cater to pumped storage potential near Talegaon (Pune),” using the TBCB mechanism.

Estimated to cost around Rs.1,663 crore, this ISTS-TBCB scheme is envisaged for completion by January 1, 2027 or 24 months from the date of SPV transfer.

REC Power Development & Consultancy Ltd (RECPDCL) has been nominated as the bid process coordinator for this scheme.

 

Rationale

The Union power ministry has estimated a potential of more than 10 GW from pumped storage plants (PSP) in Maharashtra, with Tata Power alone expected to develop over 3 GW.

Tata Power has sought connectivity for its upcoming Bhivpuri PSP (1,150 MW), effective January 1, 2028. Tata Power is also planning another PSP of 1,980 MW at Shirawata in the same area.

These, and other PSPs planned in the area, are likely to tie up power for pumping mode from renewable energy (RE) generation projects located far away.

This ISTS scheme therefore has envisaged a new 765/400kV substation near South Kalamb in Osmanabad district of Maharashtra. This 2×1500 MVA substation will be supported by a 40-km LILO (loop-in, loop-out) of the upcoming 765kV double-circuit Pune-III – Boisar-II line, with associated bays.

It may be mentioned that in future the South Kalamb substation will also be used to draw eight 400kV lines to feed demand from Mumbai area. The upcoming substation will therefore make suitable space provision for the same. It is further learnt that connectivity application has been received for 50 MW of data centre load in Mumbai area, starting from January 1, 2027. This load is projected to increase to 1.4 GW progressively. While the connectivity application is under process, it is likely that this grant will be finalized with the South Kalamb substation.
