Bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has formally transferred project SPV “Rajasthan IV 4B Power Transmission Ltd” to the winning developer Dineshchandra R. Agarwal Infracon Pvt Ltd (DRAIPL).
DRAIPL emerged as the successful bidder under the tariff-based competitive bidding (TBCB) mechanism for the interstate transmission system (ISTS) termed as “Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part 4: 3.5 GW): Part B.”
This marks the formal entry of EPC player DRAIPL in the power transmission development space. As reported by T&D India on November 28, 2024, the winning developer was issued the letter of intent by RECPDCL after winning the project that saw the participation of three most seasoned players – Power Grid Corporation of India Ltd (PGCIL), Sterlite Power and Adani Energy Solutions Ltd. (AESL). Details on the tariffs quoted by DRAIPL and other bidders are awaited.

With a gestation period of 24 months, this project seeks to build a new 765/400kV, 2×1500 MVA substation (AIS) to be known as “Merta-II substation,” in Rajasthan. This substation will have connectivity with other substations/pooling stations like Barmer-I, Beawar and Dausa – all in Rajasthan. In all, the project entails 578 km of 765kV and 73 km of 400kV transmission lines. The project is estimated to cost Rs.5,177.41 crore, according to a release issued by RECPDCL.
The overall scheme “Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part 4: 3.5 GW)” has two components – Part A and Part B.
On December 30, 2024 itself, RECPDCL also transferred the project SPV corresponding to Part A to winning developer PGCIL. Here are basic project details:
