Bid process coordinator REC Power Development & Consultancy Ltd (RECPDCL) has incorporated a project special purpose vehicle (SPV) for an interstate transmission system (ISTS) scheme related to the Bhadla-III Pooling Station in Rajasthan.
In a stock exchange notification, REC Ltd, the holding company of RECPDCL, said that RECPDCL, on April 20, 2024, incorporated a wholly-owned subsidiary “Bhadla-III Power Transmission Ltd” that will act as the project SPV for the development of an ISTS-TBCB project in Rajasthan, officially termed as “Additional Transmission system for evacuation of power from Bhadla-III PS as part of Rajasthan REZ Phase-III scheme (20 GW).”
The bidding process for this project is underway and by current timelines, the last date for submission of bids is June 10, 2024.
The project aims to augment capacity at the Bhadla-III Pooling Station in Rajasthan with a view to evacuating 7 GW from the pooling station. The project will involve, among other elements, setting up two 400/220kV interconnecting transformers (ICTs) – the fourth and fifth at the pooling station –of capacity 500 MVA each.
It may be mentioned that the first three ICTs at the Bhadla-III PS are being set up under a separate ISTS-TBCB project that being implemented by Power Grid Corporation of India Ltd, through its wholly-owned subsidiary Powergrid Bhadla III Transmission Ltd. Bid process coordinator PFC Consulting Ltd transferred the project SPV, incorporated as “Bhadla III Transmission Ltd” to PGCIL, the successful bidder, on September 27, 2023.
The project under “Bhadla-III Power Transmission Ltd” is expected to cost around Rs.368.83 crore (as estimated by National Committee on Transmission) and will have a gestation period of 18 months.
Alongside the Bhadla-III Power Transmission project, RECPDCL is also concurrently carrying out the bidding process of another ISTS-TBCB scheme “Transmission scheme for integration of Tumkur-II REZ in Karnataka” with June 10, 2024 also being the last date of submission of bids.
According to T&D India’s internal estimates, Bhadla-III Power Transmission Ltd is the second project SPV incorporated for an ISTS-TBCB scheme in FY25 so far. Earlier this month, bid process coordinator PFC Consulting Ltd incorporated a wholly-owned subsidiary “Navinal Transmission Ltd” that would act as the project special vehicle for developing an ISTS-TBCB termed as “Network expansion scheme in Navinal (Mundra) area in Gujarat for drawl of power in the area.”
