Central Electricity Regulatory Commission (CERC), in recent orders, has granted transmission licence to Sterlite Power for two interstate transmission system (ISTS) schemes that it is developing under the tariff-based competitive bidding (TBCB) route.
The two projects for which the licence has been granted are:
Project SPV: Beawar Transmission Ltd
Scheme: “Transmission system for evacuation of power from REZ in Rajasthan (20 GW) under Phase III – Part F”
Project SPV: Fatehgarh III Beawar Transmission Ltd
Scheme: “Transmission system for evacuation of power from REZ in Rajasthan (20 GW) under Phase III – Part G”
In both the cases, the licence will be valid for a period of 25 years, subject to fulfillment of statutory conditions.
Revision in SCOD
CERC has also directed that the scheduled commercial operations date (SCOD) for both the schemes should be aligned as the schemes are interlinked and are expected to be commissioned in the same time-frame. This will also obviate any mismatch in commercial liabilities.
It so happens that the SCOD for “Part G” has been declared as January 31, 2025 and the same has been envisaged in the transmission service agreement (TSA) signed between Sterlite Power and Central Transmission Utility of India Ltd (CTUIL).
CERC has directed that the SCOD for “Part G” should be revised to March 19, 2025, which is the envisaged SCOD for “Part F”.
As the TSA for “Part G” has already been formalized, it was decided in a meeting convened by CTUIL to take up the matter with National Committee on Transmission (NCT) and Union ministry of power to realign the SCODs of the two interlinked packages – Part G and Part F. Accordingly, a supplementary TSA would be signed for “Part G”, incorporating the new SCOD, it is learnt.
Obviating mismatch
With to obviating such mismatch in future, CERC has directed that the two bid process coordinators, PFCCL and RECPDCL, shall coordinate their activities such that SCODs of interlinked transmission schemes are the same.
According to information available with T&D India, one major upcoming ISTS scheme “Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-2: 5.5 GW) (Jaisalmer/Barmer Complex)” has been structured under several packages that are being bid out as independent schemes. All the packages are interlinked are expected to commission in the same time frame.
