Tata Power is among the three bidders qualified to submit their final bids for an intrastate transmission scheme in Uttar Pradesh.
It is reliably learnt that bid process coordinator PFC Consulting Ltd (PFCCL) has shortlisted Tata Power, Power Grid Corporation of India Ltd (PGCIL) and Megha Engineering & Infrastructures Ltd (MEIL) for an intrastate transmission scheme in Uttar Pradesh, under the tariff-based competitive bidding (TBCB) mechanism.
The transmission scheme is officially termed as: “Construction of 400/220kV, 2×500 MVA GIS Substation Jewar, 220/33kV, 2×60 MVA GIS substation Cantt (Chaukaghat) Varanasi, 220/33kV, 3×60 MVA GIS substation Vasundhara (Ghaziabad), 220/132/33 kV, 2×160+2×40 MVA Khaga (Fatehpur) with associated lines.”
After the final selection, the winning bidder (transmission service provider) will sign the transmission service agreement with Uttar Pradesh Power Transmission Corporation Ltd (UPPTCL) while Uttar Pradesh Electricity Regulatory Commission (UPERC) will grant the transmission licence.
The transmission scheme is scheduled for completion in 18 months from effective date, which is when PFCCL hands over the project special purpose vehicle – Jewar Transmission Ltd — to the successful bidder.
The project scope involves construction of the following four substations along with associated lines. UPPTCL will provide land, free of cost, to the selected bidder for the substations.
The project will be developed under the build, own, operate & transfer (BOOT) basis under a 35-year concession period.
Pune-based Prasad Surveyors is the technical consultant for the project and will be responsible for project survey and preparation of the detailed project report, it is learnt.
If Tata Power clinches this project, it will be the first greenfield power transmission scheme won under the TBCB modality – considering both interstate and intrastate variants. Currently, Tata Power is indirectly involved in the TBCB space through its joint venture Resurgent Power Ventures Pte Ltd, which acquired an interstate transmission scheme housed under “NRSS XXXVI Transmission Ltd” from its original promoter Essel Infraprojects Ltd. The transmission scheme is under construction. Resurgent Power also took over an intrastate transmission scheme in Uttar Pradesh (South East UP Power Transmission Company Ltd) from its original developer Isolux Corsan, headquartered in Spain. Tata Power holds 26 per cent equity in Resurgent Power.
Megha Engineering & Infrastructures Ltd (MEIL) currently has one an intrastate scheme housed under project SPV “MP Power Transmission Package-1 Ltd,” taking shape in Madhya Pradesh. The Hyderabad-based company has also won two interstate schemes in TBCB mode – Khandukhal Rampura Transmission Ltd and KPS1 Transmission Ltd.
PGCIL is a well-established developer in UP’s intrastate power transmission development space, having at least four projects incorporated under: Powergrid Gomti Yamuna Transmission Ltd, Powergrid Meerut Simbhavali Transmission Ltd, Powergrid Rampur Sambhal Transmission Ltd and Powergrid Jawaharpur Firozabad Transmission Ltd.
