Three entities are in the fray for developing an interstate transmission system (ISTS) scheme housed under project SPV “Halvad Transmission Ltd.”
It is learnt that Power Grid Corporation of India Ltd (PGCIL), Sterlite Power and Adani Energy Solutions are in the race for developing the ISTS scheme officially termed as “Transmission system for evacuation of additional 7 GW of RE power from Khavda RE park under Phase III Part A.”
Bid process coordinator PFC Consulting Ltd opened the RfP (request for proposal) technical bids on November 6, 2023, and recently announced that the aforementioned three bidders have been declared as qualified bidders for opening of initial price bids.
After the final selection process, PFCCL will transfer “Halvad Transmission Ltd” to the successful bidder.
The scheme taking shape in Gujarat will have an implementation period of 24 months and is expected to cost around Rs.3,037 crore.

The overall project “Transmission system for evacuation of additional 7 GW of RE power from Khavda RE Park (Phase III)” has been divided into two parts. Alongside “Part A” discussed above, there is also “Part B” that will be developed under the TBCB route with PFC Consulting Ltd itself acting as the BPC.
This scheme is termed as “Transmission system for evacuation of additional 7 GW of RE power from Khavda RE Park under Phase III Part B,” and for which PFCCL recently incorporated project SPV “Vataman Transmission Ltd.” This scheme with an estimated outlay of Rs.4,232 crore and an implementation timeframe of 24 months is currently under bidding. Incidentally, a pre-bid meeting for this project, scheduled for November 15, 2023, has been postponed till further notice.
It may be mentioned that very recently, Sterlite Power Transmission Ltd (Sterlite Power) announced that its power transmission business in India and Brazil would be demerged and housed under a new entity “Sterlite Grid 5 Ltd.”
