Three developers have qualified for opening of initial price bids for the ISTS-TBCB scheme housed under “Navinal Transmission Ltd”.
It is learnt that Power Grid Corporation of India Ltd (PGCIL), Sterlite Power and Adani Energy Solutions Ltd (AESL) have qualified, based on their technical bids, for opening of initial price bids.
Bid process coordinator PFC Consulting Ltd (PFCCL) is expected to soon open the initial price bids of these three contenders. This will be followed by the e-reverse auction (e-RA) procedure.
The ISTS scheme housed under “Navinal Transmission Ltd” and for which bidding was initiated in May 2024 is officially termed as “Network expansion scheme in Navinal (Mundra) area of Gujarat for drawl of power in the area” and will cost around Rs.2,383 crore as estimated by National Committee on Transmission (NCT).
The transmission scheme aims to meet power requirements of multiple drawee utilities in the Mundra area of Gujarat, as well as green hydrogen/ammonia manufacturers in the area.
With an envisaged completion time of 21 months, the Navinal transmission scheme entails the setting up of a new 4×1500 MVA, 765/400kV GIS substation at Navinal. It also includes, among other elements, a LILO (about 280 ckm) of the existing 765kV Bhuj-II – Lakadia double-circuit line at the proposed Navinal GIS substation.
According to schedules put up by bid process coordinators PFCCL and REC Power Development & Consultancy Ltd (RECPDCL), technical bids of several ISTS-TBCB schemes are expected to be opened later this month.
The project SPVs of some of these schemes are: Bhuj II Transmission Ltd, Angul Sundargarh Transmission Ltd, ERES-XXXIX Power Transmission Ltd, Bikaner A Power Transmission Ltd, Bikaner B Power Transmission Ltd, Chitradurga Bellary REZ Transmission Ltd, Bijapur REZ Transmission Ltd, Kudankulam ISTS Transmission Ltd and Jam Khambhaliya Transmission Ltd.
According to information available with T&D India, in FY25 so far (up to August 19, 2024), the following six ISTS-TBCB have been formally awarded to successful bidders. This means that the project SPVs have been formally transferred. These six cases exclude emergence of L1 or issuance of letters of intent.
