In independent developments, bid process coordinators REC Power Development & Consultancy Ltd (RECPDCL) and PFC Consulting Ltd (PFCCL), on November 20, 2024, together incorporated three wholly-owned subsidiaries to act as project special purpose vehicles for development of as many transmission schemes under the tariff-based competitive bidding (TBCB) route.
While RECPDCL incorporated two SPVs – one each for an intrastate and interstate scheme, PFCCL formed one SPV for an interstate project. All the three schemes are currently under bidding.
The three SPVs are:
- Mahan Transmission Ltd (RECPDCL, intrastate scheme)
- MEL Power Transmission Ltd (PFCCL, interstate scheme)
- Kurnool-IV Power Transmission (RECPDCL, interstate scheme)
Interestingly, both Mahan Transmission Ltd and MEL Power Transmission Ltd relate to evacuation from the existing and under-expansion coal-fired power plant of Mahan Energen Ltd (a subsidiary of Adani Power) in Madhya Pradesh. A detailed story on these two schemes can be viewed here.
Kurnool-IV Power Transmission Ltd relates to an ISTS-TBCB project termed as “Transmission system for integration of Kurnool-IV REZ – Phase-I (for 4.5 GW).” Estimated to cost around Rs.5,550 crore and with a gestation period of 24 months, this ISTS-TBCB project entails the development of a new pooling station near Kurnool in Andhra Pradesh, and associated transmission lines.
The new 4×1500 MVA, 765/400kV and 4×500 MVA, 400/220kV Kurnool-IV Pooling Station will facilitate RE evacuation of about 4.5 GW from Kurnool renewable energy zone (REZ).
The total RE potential in Kurnool is estimated at 23 GW and this, in conjunction with 20 GW RE potential in Ananthapur and 8 GW at Kadapa, constitutes the 51 GW RE potential in Andhra Pradesh. Transmission systems for evacuation of this 51 GW are under various stages of planning, bidding and construction.
Pending SPVs
According to information available with T&D India, RECPDCL has incorporated SPVs for all ISTS-TBCB schemes that are currently under bidding. On the other hand, PFCCL has initiated the bidding process for at least eight ISTS-TBCB schemes, the SPVs for which are expected to be formed in the near future.
