An interstate transmission system (ISTS) scheme to augment transformation capacity at the upcoming Davanagere Pooling Station (PS) in Karnataka will be taken up under the tariff-based competitive bidding (TBCB) route.
This scheme, estimated to cost Rs.379 crore and with an implementation timeframe of 24 months, will have REC Power Development & Consultancy Ltd (RECPDCL) as its bid process coordinator.
This ISTS-TBCB scheme, officially termed as “Transmission system strengthening at Davanagere for integration of RE generation,” was recently cleared by National Committee on Transmission (NCT). As the scheme has an estimated cost of less than Rs.500 crore, it will not need final clearance/concurrence from the Union power ministry.
The scheme mainly involves augmenting transformation capacity at the Davanagere/Chitradurga PS that is coming up under a separate ISTS scheme housed under “Chitradurga Bellary REZ Transmission Ltd” that Power Grid Corporation of India Ltd (PGCIL) won under under the TBCB framework.
The new scheme will entail putting up 4×500 MVA, 400/220kV ICTs and 1×1500 MVA 765/400kV ICT at the upcoming Davanagere/Chitradurga PS. This will take the total number of such ICTs at the pooling station to eight and five, respectively.
The declared RE potential in Davanagere is 4 GW and that in Bellary is 1.5 GW, making a total of 5.5 GW for the Davanagere/Bellary complex as a whole. CTUIL has received ISTS connectivity applications worth 8.5 GW necessitating system strengthening.
Now, Karnataka is also planning to integrate RE evacuation into its intrastate network. Due to this, NCT decided that evacuation infrastructure for Bellary may not be considered for ISTS as this stage, and that only Davanagere/Chitradurga should be currently taken up under ISTS.
It may be noted that Davanagere and Chitradurga are adjacent districts in Karnataka. The Davanegere/Chitradurga PS is so called as the proposed substation could be set up at a suitable location in either district.
Through an under-construction ISTS-TBCB scheme housed under “Chitradurga Bellary REZ Transmission Ltd,” a PGCIL subsidiary, two substations are being developed:
Under the new ISTS-TBCB scheme discussed in the story, the following augmentation will take place:
